GlennFromIowaI too was looking for this program. It appears to still be on the OpenXMLDeveloper.org website here.
Despite the date of the folder, it appears to have been last modified in November, 2009, which still predates Office 2010 RTM. I’m going to guess the answer to at least #2 & #3 is “Not anytime soon.” 🙂 At least in the form they were in as of 2009.
Although it would be nice to have it somewhere easily accessible on this site. It’s not clear if/when the OpenXmlDeveloper.org website is going away vs. the redirect currently there.

I found this link, but it does not say the release number or date.
